Safety production is the bottom line and red line for the development of the road transport industry. However, for a long time, the safety shortcomings of China's operating vehicle equipment technology are more prominent. Vehicle structural safety, overall protection and driving stability are not high, and active safety defense capability is insufficient, which is one of the important reasons for heavy traffic accidents.


The Ministry of Transport has issued two transport industry standards. "Performance Requirements and Test Procedures for Automatic Emergency Brake System for Operating Vehicles" (JT/T 1242-2019, referred to as "AEBS Performance Requirements and Test Procedures") was implemented on April 1, 2019, "Safety Technical Conditions for Operating Trucks" Part 2: Traction Vehicles and Trailers (JT/T 1178.2-2019, referred to as “Safety Technical Conditions for Traction Vehicles and Trailers”) will be officially implemented on July 1 this year, and the safety indicators for tractors and trailers will be improved.

In the vehicle index, in addition to the specific power, roll stability angle, steady-state rotation test, anti-rollover stability test of the tractor and trailer in the state of the vehicle train, the safety system for the towing vehicle is also regulated.


A satellite positioning system vehicle terminal with a driving positioning function, and a traction truck and a trailer for refrigerating transportation also need to be equipped with a temperature monitoring device.


What has changed is that the index of all the steering wheels of the non-double steering axle to be equipped with the explosion-proof emergency safety device is increased to 90km/h or more, which increases the requirements for the trailer. The axle with the rated axle load of less than or equal to 10t should be used.


In the brake system index, compared with the previous consultation draft, the officially released "Conditions" will also increase the maximum speed of the traction vehicle and trailer with the electronic brake system EBS to 90km/h or more, the maximum speed. For traction vehicles of 90km/h or more, the automatic emergency braking system AEBS in accordance with JT/T 1242-2019 and all steering wheel-mounted disc brakes shall be installed.


The Conditions set requirements for the load marks of tractors and trailers. The marking size should not be less than 160mm × 100mm, placed on the easy-to-see part of the vehicle, and the load transfer of the traction connector should be considered. In addition, detailed requirements are provided for safety alarm devices and warning reminders for towing vehicles and trailers.


The "Conditions" put forward the safety technical requirements for the traction vehicle, trailer and automobile trains to meet the safety development and high-quality development of the current road transportation industry, and the "Safety Technical Conditions for Operating Passenger Cars" and "Safety Technical Conditions for Trucks". The standards jointly build a basic standard system for the management of vehicle safety technology in China, which plays an important role in improving the intrinsic safety performance of the operating vehicles from the source and building the safety foundation of road transportation, especially the safety performance of dangerous goods transportation, so that the vehicle performance is more suitable for the current Safety requirements for the development of the road transport industry.


The use of the ABES system will collect and store the vehicle's driving state. When it detects that it may collide with the preceding vehicle or pedestrian, it will output different levels of warning and have an emergency braking function, which greatly reduces the incidence of the accident.


The implementation of the "conditions" will effectively solve the problems of low safety configuration and low standardization of traction vehicles and trailers, which will help promote the quality improvement of traction vehicles and trailers in China and improve the safety of the transportation industry.
